Mounting Bracket with Tripod Bushing

I am not quite sure what this attachment does. It is manufactured by Arriflex, and includes a 3/8 inch tripod bushing. Perpendicular to the plate with the tripod bush is another plate with an adjustable clamping bore. The bore can be moved through approximately 25 degrees and clamped via a large lever. The diameter of the bore is 18mm. At no point is the bore perfectly parallel with the optic axis of the camera.
The condition of the attachment is excellent.
